Past Efforts to remove Wango

Mzee Kiziw got this email from someone who said that in 1999 they tried to remove Wango but failed and therefore we cannot remove him now!
Huh? Read on. We are smarter now, I think.

RE: INVESTIGATIONS INTO CONDUCT OF KNAD EXECUTIVE OFFICER AND INFORMATION OFFICER

Greetings to you there in Sweden from the management committee appointed by KNAD governing council. I am able to report that the investigation of the management committee have been very successful in the area misuse of donor funds from AMREF/ADRA bomb blast victims rehabilitation project.

AMREF/ADRA donors came to an agreement with KNAD that the total amount of funds which auditors appointed by AMREF confirmed to not have been used according to the donors agreement with KNAD should be refunded.

Mean while KNAD team informed AMREF/ADRA donors that the two officers involved in the scandal which led to mismanagement of funds will not be allowed to work in KNAD again. I am able to report that with KNAD’s stand over the two officers involved AMREF/ADRA has agreed to resume the operations of the bomb blast victims rehabilitation project according to the agreement for a period of two years with effect from October 1998 up to October 2000 on condition that KNAD refunds the mismanaged funds which amount to over 300,000/=

The management committee meanwhile found out that all staff engaged in ADRA bomb victims project had not been given letters of appointment in accordance with employment act law of Kenya by the former executive officer and this also applied to some staff in SHIA/SDR projects. In this Mr. Dominic O. Majiwa has solved the matter with his experience.

Also some KNAD staff on SHIA/SDR pay who were getting extra salaries from AMREF/ADRA funds were stopped from services in the new project and two new deaf staff recruited as sign language teachers in ADRA project.

Now the management committee investigations have confirmed that a part from mismanagement of ADRA funds the same has been applied to SHIA/SDR funds in the past with cover up which have come to be revealed following suspension of the former executive officer and the information officer.

In view of this the management committee is asking for permission from you SHIA/SDR donor for clearance to investigate the areas wher3e the committee feels necessary according to information available and make a report of findings.
Although some SHIA/SDR funds had already been audited in 1998, so with evidence coming up of cover up which made auditors report look clean there is still need for investigations there to ensure that in future suchcover up cases do not occur again. So please confirm to us whether SHIA/SDR have granted permission to the management committee to investigate further.

However according to Kenya law, if and employee is suspended from duty pending investigations, he/she has no authority to transact any business for the former organization. We note distrust that though you are well aware that Mr. Peter Wango Opany is on suspension you have continued to get touch with him without the approval of the governing council and management committee.

We are loose of what to do as you prejudice and compromise our work in Kenya.
We kindly request you to wait until you come to Kenya and get a report of our findings on problems of mismanagement in KNAD.
